US Department of Education invites public or private agencies, institutions of higher education, and/or secondary schools to apply under the Talent Search Grant program for funding to support the identification of individuals from disadvantaged backgrounds with potential for education at the postsecondary level and encourage them to complete secondary school and undertake postsecondary education. Workforce Pathways for Youth Grant Program, Deadline: February 4

This Announcement solicits applications for the Workforce Pathways for Youth grant program. The purpose of this program is to increase alignment between workforce and OST programs and expand job training and workforce pathways for youth and disconnected youth including soft skill development, career exploration, job readiness and certification, summer jobs, year-round job opportunities, and apprenticeships.

This grant program will help establish lasting connections and partnerships between existing OST program activities and other state and local workforce partners to better address the need for youth exposure to career-related services, which support and prepare youth to enter the workforce.

Restoration & Resilience COVID Recovery Fund, Deadline: April 1

Demonstrate the need for volunteer service to restore public lands that have been impacted by increased use during the COVID-19 pandemic. Engage volunteers in restoration and conservation projects that address the impacts of the pandemic. Contribute to improvement of the sponsored public land sites through community engagement, as evidenced by volunteer participation numbers, types of projects, value of volunteer service, and conservation outputs.

EDA SPRINT Challenge “Scaling Pandemic Resilience Through Innovation & Technology”, Deadline: December 3

Estimated Program Funding: $25,000,000 / Award Ceiling: $750,000.  Expected Number of Awards: 100. The SPRINT Challenge is a national competition funded by the CARES Act. The U.S. Economic Development Administration (EDA) seeks projects that aim to prevent, prepare for, and respond to the coronavirus pandemic and future pandemics. EDA is soliciting applications for investments that support regional innovation economies to address the economic, health, and safety risks caused by the coronavirus pandemic through entrepreneurship and innovation.

Intervention/Communication Strategies to Reduce Health Risks of Wildfire Smoke Exposure. Applications accepted through December 15

EPA, as part of its Science to Achieve Results (STAR) program, is seeking applications proposing research that will address behavioral, technical and practical aspects of interventions and communication strategies to reduce exposures and/or health risks of wildfire smoke. To improve individual and public health, this RFA will seek to understand what actions might be effective for reducing adverse health outcomes of ambient and indoor exposures to wildfire smoke, and how best to communicate these actions to various groups. This RFA is also supported by EPA’s Air and Energy research program, which supports research needed to inform decisions regarding air quality to protect public health and the environment. Applications will be accepted through December 15, 2020.

EDA announces general policies and application procedures for the Disaster Supplemental NOFO. Subject to the availability of funds, this investment assistance will help communities and regions devise and implement long-term economic recovery strategies through a variety of non-construction and construction projects, as appropriate, to address economic challenges in areas where a presidential declaration of a major disaster was issued under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) “as a result of Hurricanes Florence, Michael, and Lane, Typhoons Yutu and Mangkhut, and of wildfires, volcanic eruptions, earthquakes and other natural disasters occurring in calendar year 2018, and tornadoes and floods occurring in calendar year 2019…”.

FEMA Opens Comment Period for Draft Guidance on Inundated and Submerged Roads

FEMA and the Federal Highway Administration (FHWA) developed guidance for federal assistance for the restoration of inundated and submerged roads damaged or destroyed by a declared major disaster. This guidance is from section 1228 of the Disaster Recovery Reform Act (DRRA) of 2018. FEMA is releasing the current draft policy for a 30-day public comment period. The draft policy and accompanying comments matrix are located on the FEMA website. FEMA will accept public comments until Oct. 14. FEMA requests that all comments be submitted to FEMA-Recovery-PA-Policy@fema.dhs.gov using the accompanying comments matrix. Any comments received during the public comment period will be reviewed and considered for the final version of the policy. The federal assistance is from FEMA’s Public Assistance program. The policy is consistent with the Robert T. Stafford Disaster Relief and Emergency Act (Stafford Act) and FHWA’s Emergency Relief Program.

Roads Update for PPP Loans of $50,000 or less

The SBA and Department of Treasury have jointly posted a new rule affecting the forgiveness and loan review processes for borrowers with Paycheck Protection Plan loans of $50,000 or less. These borrowers are now exempt from any reduction in forgiveness based on the reduction in the number of FTE employees or employee salaries or wages. They can also use SBA Form 3508S to apply for forgiveness, unless the borrower and its business affiliates received loans totaling $2 million or more.

Implementation Guidance for Use of HUD CDBG-DR Recovery Funds as Non-Federal Cost Share for FEMA PA Program

The purpose of the attached memorandum is to announce the issuance of the Federal Emergency Management Agency (FEMA) and Department of Housing and Urban Development (HUD) Implementation Guidance for Use of Community Development Block Grant Disaster Recovery Funds as Non-Federal Cost Share for the Public Assistance Program. This Implementation Guidance was produced through a joint effort by HUD and FEMA and is intended to assist FEMA’s Public Assistance Program (PA) Recipients and PA Subrecipients and HUD Community Development Block Grant Disaster Recovery (CDBG-DR) Grantees and CDBG-DR Subrecipients that use CDBG-DR funds to fulfill all or a portion of the non-Federal cost share requirements of the PA Program (referenced in this document as “Local Match”). The Implementation Guidance introduces the concept of “Flexible Match” to satisfy the Local Match.  Traditionally, CDBG-DR funds are applied as Local Match to the entire PA project.  Flexible match is a streamlining concept that minimizes the administrative costs related to using CDBG-DR funds and allows CDBG-DR funding for distinct facilities or sites within a PA project. Additionally, the Implementation Guidance identifies the major areas in which the requirements of FEMA and HUD’s funding sources diverge, provides recommendations on how to apply CDBG-DR funds to PA projects, and includes a discussion of the roles and responsibilities of each federal agency and of those entities receiving and using funds under each grant program.
