We have a <a href=\"https:\/\/aglaw.libsyn.com\/episode-173-dr-bart-fischer-dr-monty-dozier-and-miquela-smith-the-panhandle-wildfire-aftermath-programs-resources\">podcast episode<\/a> and <a href=\"https:\/\/www.youtube.com\/watch?v=G8IHrlNBiI8\">video<\/a> walking through each of these programs as well.\u00a0 We also did <a href=\"https:\/\/aglaw.libsyn.com\/episode-103-stephanie-bradley-fryer-working-with-the-fsanrcs-office\">this prior podcast episode<\/a> on working with the local FSA office.<\/p>\n<p>Here is a brief overview of the programs affected landowners and livestock producers might ask about at their local FSA office. The staff at the local FSA office will be able to provide far more information and details on each program and help determine potential eligibility.<\/p>\n<ul>\n<li><span style=\"text-decoration: underline;\">Livestock Indemnity Program<\/span>:\u00a0 <a href=\"https:\/\/www.fsa.usda.gov\/Assets\/USDA-FSA-Public\/usdafiles\/FactSheets\/2022\/FSA_LIP_LivestockImdemnityProgram_Factsheet_2023.pdf\">LIP<\/a> provides assistance for livestock losses due to disaster, including wildfire.\u00a0 LIP provides indemnity payments for livestock killed in the fires, for livestock that had to be euthanized as a direct result of the fires, and for livestock injured by the wildfire that are sold for a reduced rate within 30 days.\u00a0 The payment rate for 2024 losses will be released later this month.\u00a0 Producers will need to provide record of their losses that may include inventories, financial records, photographs, rendering receipts, and veterinary certifications.\u00a0 FSA is encouraging producers to document dead or injured animals with photographs that are dated, and for calves, to estimate the weight of the animal as well. The deadline to provide notice of loss and an application for payment is 60 days after the calendar year in which the loss occurred, which would be March 1, 2025.<\/li>\n<li><span style=\"text-decoration: underline;\">Livestock Forage Program:<\/span> \u00a0<a href=\"https:\/\/www.fsa.usda.gov\/Assets\/USDA-FSA-Public\/usdafiles\/FactSheets\/fsa_lfp_livestockforageprogramfactsheet_2022.pdf\">LFP<\/a>\u00a0is not specifically wildfire-related.\u00a0 Instead, it is designed to\u00a0 provide assistance to livestock producers with grazed forage acres that have suffered grazing loss due to drought during the normal grazing period.\u00a0 Thus, producers may qualify for LPF payments if there is a drought declared in their area.\u00a0 The 2024 LFP payment rates will be released in April.\u00a0 <span style=\"color: #000000;\">The deadline to apply for LFP for 2024 losses is January 30, 2025.\u00a0<\/span><\/li>\n<li><span style=\"text-decoration: underline;\">Emergency Assistance for Livestock, Honey Bees &amp; Farm-Raised Fish:<\/span> \u00a0<a href=\"https:\/\/www.fsa.usda.gov\/Assets\/USDA-FSA-Public\/usdafiles\/FactSheets\/elap-livestock-fact-sheet.pdf\">ELAP<\/a>\u00a0assists with a variety of losses related to wildfire including certain grazing losses, feed costs, and transportation of livestock, feed, and water. Producers have until January 30, 2025 to apply for ELAP.<\/li>\n<li><span style=\"text-decoration: underline;\">Emergency Conservation Program<\/span>:\u00a0 <a href=\"https:\/\/www.fsa.usda.gov\/Assets\/USDA-FSA-Public\/usdafiles\/FactSheets\/2024\/fsa_emergencyconservationprogram_24.pdf\">ECP<\/a> provides cost-share assistance to repair or replace certain conservation structures damaged by wildfire.\u00a0 Qualifying structures may include fences and watering facilities.\u00a0 The ECP cost-share is 90% for underserved producers and 75% for all other producers.\u00a0 ECP has an ongoing, localized deadline, so landowners should check with their local FSA office for more information.<\/li>\n<li>Emergency haying\/grazing of CRP acres: The FSA may authorize <a href=\"https:\/\/www.fsa.usda.gov\/programs-and-services\/conservation-programs\/conservation-reserve-program\/emergency-haying-and-grazing\/index\">emergency haying and\/or grazing of CRP<\/a> acres to support areas impacted by wildfire including the relocation of livestock for grazing purposes. The details on where and when this may be available differ by county, so producers should contact the local FSA office for additional details.<\/li>\n<li><span style=\"text-decoration: underline;\">Emergency Loan Programs<\/span>:\u00a0 The FSA has an <a href=\"https:\/\/www.fsa.usda.gov\/programs-and-services\/farm-loan-programs\/emergency-farm-loans\/index\">emergency loan program<\/a> offering loans to affected producers at an interest rate generally lower than other lenders. The requirements and details of these loan programs are available at the local FSA office.<\/li>\n<li><span style=\"text-decoration: underline;\">Environmental Quality Incentives Program:<\/span> \u00a0<a href=\"https:\/\/www.nrcs.usda.gov\/programs-initiatives\/eqip-environmental-quality-incentives\">EQIP<\/a> is administered by the Natural Resources Conservation Services office and offers financial assistance to landowners to address certain natural resource concerns.\u00a0 This program is not disaster specific but could potentially be an option for producers seeking to implement certain conservation practices. In some instances, building fences may qualify for EQIP funding.\u00a0 Recently, the USDA announced a specific $6 million in EQIP funding specifically for Panhandle producers and landowners impacted by the fires.\u00a0 Critically, the application deadline for this particular $6 million pool of money is April 8, 2024.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-12982\" src=\"https:\/\/agrilife.org\/texasaglaw\/files\/2024\/03\/Program-Chart-791x1024.jpg\" alt=\"\" width=\"640\" height=\"829\" srcset=\"https:\/\/agrilife.org\/texasaglaw\/files\/2024\/03\/Program-Chart-791x1024.jpg 791w, https:\/\/agrilife.org\/texasaglaw\/files\/2024\/03\/Program-Chart-232x300.jpg 232w, https:\/\/agrilife.org\/texasaglaw\/files\/2024\/03\/Program-Chart-768x994.jpg 768w, https:\/\/agrilife.org\/texasaglaw\/files\/2024\/03\/Program-Chart-1187x1536.jpg 1187w, https:\/\/agrilife.org\/texasaglaw\/files\/2024\/03\/Program-Chart-1583x2048.jpg 1583w, https:\/\/agrilife.org\/texasaglaw\/files\/2024\/03\/Program-Chart.jpg 1700w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p style=\"text-align: center;\"><strong>Texas A&amp;M AgriLife Extension Resources<\/strong><\/p>\n<p>Texas A&amp;M AgriLife Extension has been hard at work since the fires started to provide resources and assistance in impacted communities.\u00a0 This includes operating supply points where affected producers can obtain donated hay, feed, milk replacer, and fencing supplies.\u00a0 For more information on the AgriLife efforts and where to contribute, <a href=\"https:\/\/agrilifeextension.tamu.edu\/2024-panhandle-wildfires\/\">click here<\/a>.\u00a0 We also did a <a href=\"https:\/\/aglaw.libsyn.com\/episode-173-dr-bart-fischer-dr-monty-dozier-and-miquela-smith-the-panhandle-wildfire-aftermath-programs-resources\">podcast episode<\/a> featuring Dr. Monty Dozier highlighting these efforts.<\/p>\n<p style=\"text-align: center;\"><strong>Texas A&amp;M AgriLife Extension Mental Health Resources\u00a0<\/strong><\/p>\n<p>Additionally, we have have a <a href=\"https:\/\/aglaw.libsyn.com\/episode-173-dr-bart-fischer-dr-monty-dozier-and-miquela-smith-the-panhandle-wildfire-aftermath-programs-resources\">podcast episode<\/a> and <a href=\"https:\/\/youtu.be\/pZgYJCrMOpA\">video<\/a> outlining mental health tips and resources after a disaster. Miquela Smith, MPH, joined us to walk us through how to care for our own mental health and to remind us the importance of watching out for our friends and neighbors during this time.\u00a0 Read more <a href=\"https:\/\/agrilifetoday.tamu.edu\/2024\/03\/04\/recognize-mental-health-challenges-and-symptoms-after-the-wildfires\/\">here<\/a>.<\/p>\n<p style=\"text-align: center;\"><strong>Additional Resources<\/strong><\/p>\n<p>A number of other groups have developed resources as well.<\/p>\n<p>The Texas &amp; Southwestern Cattle Raisers Association has a Disaster Relief Fund to provide funding to producers in Texas and Oklahoma who are impacted by natural disasters.\u00a0 Producers are not required to be TSCRA members to apply.\u00a0 Applications must be filed within 60 days of the damage.\u00a0 For more information <a href=\"https:\/\/tscra.org\/disaster-relief-fund\/\">click here<\/a>.<\/p>\n<p>The Texas Department of Agriculture administers the STAR fund, designed to assist producers damaged by natural disasters.
