Public Comment Period for Individual Assistance Program and Policy Guide (IAPPG), July 8 – August 24

FEMA 9 is pleased to announce the opening of the 45-day public comment period for Version 1.1 of the Individual Assistance Program and Policy Guide (IAPPG). Version 1.1 is an interim version that is being released prior to a more fulsome review and update of the IAPPG. FEMA will accept public comments from July 8, 2020, through August 24, 2020. The IAPPG Version 1.1 will supersede IAPPG 1.0 and will be applicable to all Individual Assistance declarations issued on or after the date of publication. Major updates include:

• Clarification of assistance for applicants residing in non-traditional housing;
• Delegation of Authority for Rental Assistance Rate Increases;
• Authorization and eligibility criteria for Critical Needs Assistance; and
• Incorporation of changes made by the Disaster Recovery Reform Act of 2018.

The draft is available for review at https://www.fema.gov/media-library/assets/documents/177489. All comments must be submitted no later than August 24, 2020, using the accompanying comment matrix. Please submit the comment matrix by e-mail to FEMA-IA-comments@fema.dhs.gov & fema-r9-recovery-action-office-mailbox@fema.dhs.gov . Comments received during the public comment period will be reviewed and considered.

 

Hazard Mitigation Assistance Working Group Seeks New Members

FEMA’s Hazard Mitigation Assistance Division is accepting applications to join the External Stakeholder Working Group. The working group is a collaborative working group established in 2016 with the purpose of increasing engagement and transparency with non-federal partners in hazard mitigation, including states, local communities and jurisdictions, tribes and territories. The working group provides a venue in which federal partners and external stakeholders can openly communicate, share insight and feedback on mitigation and/or program issues and increase transparency and understanding in regard to HMA program development and priorities. To be considered as a member of the working group, download and complete the Expression of Interest form. Applications are accepted on a rolling basis, however, to be considered for the 2021 to 2023 term, submit the completed form to FEMA-HMA-ESWG@fema.dhs.gov  by July 10.

Telehealth and COVID-19: How Digital Platforms Are Critical to Accessing Health Care Services, July 16

FEMA Partnership Day Virtual Exhibit Hall

Every year on July 17, volunteers from around the country travel to FEMA Headquarters in Washington D.C. to celebrate Partnership Day. Partnership Day brings together governmental, voluntary, faith-based, community-based, philanthropic and private sector partners who support survivors before, during and after disasters. Keeping the safety of all in mind during the current pandemic, the 2020 Partnership Day event will be held virtually as a month-long virtual celebration. This year, FEMA will be showcasing the extraordinary work our nonprofit, faith-based and private sector partners do supporting survivors with a virtual exhibit.  These videos will be featured on FEMA’s YouTube channel from July 17 to Aug. 17. Abstracts for American Geophysical Union Conference

FEMA’s Hazus Team invites you to submit your abstract to our session at this year’s virtual American Geophysical Union Conference, December 7-11, 2020. Our session, titled Scale Issues in Natural Hazard Risk Assessment, Communication, and Reduction (Session ID NH022) will bring together presentations that address issues of scale in risk analysis, a broad range of natural hazards, and how scale affects risk reduction and communication strategies. Submit your abstract here by July 29, 2020 to join this valuable discussion.

 

Public Comment Period for Fire Management Assistance Grant (FMAG) Program and Policy Guide – Deadline July 31

FEMA released the draft of the “Fire Management Assistance Grant Program and Policy Guide” for a 45-day public comment period from June 16 to July 31.  Comments received during the public comment period will be reviewed and considered for the final version of the guide. The draft guide and accompanying comments matrix are available on the FEMA website.  Submit the completed comment matrix by e-mail to FEMA-FMAG-comments@fema.dhs.gov.

OneRD Guarantee Loan Initiative

For more information, visit the July 14 Federal Register. USDA is seeking public comment on a series of regulatory reforms known collectively as the OneRD Guarantee Loan Initiative. Under the initiative, USDA will eliminate duplicative processes and launch a single platform for four key loan programs. USDA is conducting a series of virtual listening sessions to seek feedback on the OneRD Guarantee Loan Initiative Final Rule before it becomes effective on October 1: Aug 5 and Aug 19

 

Healthy Indoor Environments in Schools: Plans, Practices and Principles for Maintaining Healthy Learning Environments

Join the U.S. Environmental Protection Agency (EPA) for a three-part webinar series on creating and maintaining healthy learning environments in schools. The webinars will feature experts, including school district leaders who will discuss the plans, practices and principles they have put in place to sustain comprehensive indoor air quality (IAQ) management programs. Each webinar includes a moderated question-and-answer session with speakers and representatives from EPA and the Centers for Disease Control and Prevention (CDC).

• August 6: Register for this webinar to learn how to tailor your cleaning and maintenance plan and procedures to help implement cleaning guidance for schools and reduce the spread of viruses and bacteria. You also will hear about strategies for training staff and building a capable, committed team to effectively implement robust procedures focused on cleaning for health, as well as CDC’s Considerations for Schools guidance.
• August 13: Register for this webinar to hear about strategies for developing a proactive, comprehensive IAQ management plan to help implement guidance specific to schools and prevent the spread of viruses and bacteria. You will learn how to identify key IAQ considerations that address a range of critical areas related to controlling the spread of diseases in schools, including ventilation, filtration and air cleaning, cleaning/disinfection of high-contact surfaces, personal protective equipment (PPE), social distancing, and managing special spaces (e.g., toilets, sick rooms).

 

Implementing Scenario Plans: What Supports will Districts and Schools Require? – August 7

In our second of two sessions related to scenario planning with LEAs (Districts, Schools), our experts from Bellwether Education Partners will elevate how scenario planning is a skillset that will continue to be important during the 20-21 school year. During the session, CCNetwork participants will engage in collective thinking about the potential needs and challenges schools, districts, and states may face as the 20-21 school year unfolds and consider how we can provide effective support. We will also seek feedback from participants on further capacity-building needs related to scenario-planning and implementation.

Virtual Summit on Homelessness, Serious Mental Illness, and Substance Use Disorders

This 2-day national online conversation took place August 7-8, 2019. Subject matter experts from around the country discussed the most effective approaches to ending homelessness for individuals who have serious mental illness and/or substance use disorders. The summit sessions promoted collaboration across systems, drew on scientific evidence, and included practical tools and cutting-edge strategies for communities and agencies.

State and Local Mitigation Plan Guides Updates

FEMA is updating the state and local hazard mitigation plan review guides and requests your feedback on the current guides. These plan review guides are FEMA’s official interpretation of the requirements for state and local hazard mitigation plans. FEMA created an online presentation available on YouTube to provide a high-level overview of hazard mitigation planning guidance and share information on submitting feedback to the existing policies. The “State Mitigation Plan Review Guide” (March 2015) and “Local Mitigation Plan Review Guide” (October 2011) are available on the FEMA website. FEMA will accept ideas and feedback on either current document by sending an email to fema-mitplan-guide-updates@fema.dhs.gov through Aug. 14. There’s no better time to consider keeping your family safe from all forms of diseases vaccinations protect us from. The Center for Disease Control (CDC) leads the effort to ensure groups most vulnerable to various diseases and immunize themselves accordingly.

 

Financial Resilience – Tools for Your Community

FEMA works with partners to promote individual and community resilience. This September, FEMA will highlight financial readiness during National Preparedness Month. In collaboration with the Federal Deposit Insurance Corporation (FDIC) and the Consumer Financial Protection Bureau (CFPB), FEMA will host a National Preparedness Month webinar on Wednesday, September 16, 2020, from 1:00 to 1:30 p.m. ET. You can register here to participate in this webinar. You will hear experts from the FDIC and CFPB give real-world examples of how to be more financially prepared for emergencies or disasters and share tools that can help individuals and communities increase economic resilience. FDIC will focus on the financial preparation and disaster recovery information in their Money Smart for Adults curriculum, where you can find practical knowledge, skills-building opportunities, and resources. CFPB will feature its Start Small, Save Up initiative, which offers tips on building savings, including guides on starting an emergency savings account, saving at tax time, and opening a bank account. A booklet that users can fill out to plan their savings goals is also available.
