The characterization report was necessary to identify the current conditions and trends for water quality in Highland Bayou. The reason a<a title=\"Project Background Information\" href=\"http:\/\/agrilife.org\/highlandbayou\/the-basics\/\" target=\"_blank\">\u00a0Watershed Protection Plan<\/a>\u00a0is needed for Highland Bayou is because all segments of Highland Bayou are listed on the <a href=\"https:\/\/www.tceq.texas.gov\/goto\/waterquality\/assessment\/305_303.html\" target=\"_blank\">Texas Commission on Environmental Quality\u2019s 303(d) list<\/a>\u00a0of impaired waters for elevated levels of bacteria and depressed levels of dissolved oxygen.
