{"id":6485,"date":"2020-04-23T14:46:14","date_gmt":"2020-04-23T19:46:14","guid":{"rendered":"https:\/\/agrilife.org\/bell4h\/?page_id=6485"},"modified":"2026-07-31T09:03:49","modified_gmt":"2026-07-31T14:03:49","slug":"texas-4-h-congress","status":"publish","type":"page","link":"https:\/\/agrilife.org\/bell4h\/4-h-activities\/texas-4-h-congress\/","title":{"rendered":"Texas 4-H Congress"},"content":{"rendered":"<p>&nbsp;<\/p>\n<div class=\"event-details clearfix\">\n<div class=\"one-fourth tablet-one-half\">\n<hr \/>\n<\/div>\n<div class=\"one-fourth tablet-one-half tablet-first\"><strong>Requirements<\/strong>Senior 4-H Members<\/p>\n<p>A select number of 4-H delegates will be allotted to each district.<\/p>\n<\/div>\n<div class=\"one-fourth tablet-one-half\"><strong>Costs<\/strong>Registration Information will be available in the Spring<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<article class=\"post-663 events type-events status-publish event-category-all-events event-category-shooting-sports entry\">\n<header class=\"entry-header\"><\/header>\n<div class=\"entry-content\">\n<p><strong>Bill Submission Requirements<br \/>\n<\/strong><\/p>\n<p>Any 4-H member, regardless of age or planning on attending Texas 4-H Congress, must submit a legislative bill for consideration. \u00a0Participation in the bill writing exercise allows 4-H members the opportunity to become engaged in the legislative process and the 4-H citizenship project. 4-H members attending Texas 4-H Congress will be required to submit at least one bill (this includes Texas 4-H Council, Tech Team, etc) prior to their registration to the event being accepted.<\/p>\n<p>Committees are:<\/p>\n<ul>\n<li>Agriculture and Livestock (AGL)<\/li>\n<li>Education (EDU)<\/li>\n<li>Energy and Environment (EEV)<\/li>\n<li>Government, Finance, &amp; Appropriations (GFA)<\/li>\n<li>Homeland Security and Public Safety (HPS)<\/li>\n<li>Judiciary and Juvenile Justice (JJJ)<\/li>\n<li>Public Health &amp; Welfare (PHW)<\/li>\n<\/ul>\n<p>To learn more on how to write and submit a bill download the\u00a0\u201c<a href=\"https:\/\/texas4-h.tamu.edu\/wp-content\/uploads\/congress_preparing_bill_2020.pdf\">Preparing a Legislative Bill for Texas 4-H Congress<\/a>\u201d as well as work with your county Extension agent or a volunteer.<\/p>\n<hr \/>\n<p><strong>Lobbyist<\/strong><\/p>\n<p>The Lobbyist group is designed for 4-H members who have attended Texas 4-H Congress previously.\u00a0 The responsibility of the Lobbyist group is to identify certain bills and then lobby members of the House and Senate to either pass or defeat the bill. Lobbyists should be knowledgeable about Texas 4-H Congress and the schedule that it follows. Lobbyist members should be prepared to and be able to approach other 4-H members and persuade House and Senate members for support.
